The Zambezi River Authority ("the Authority received financing from the African Development Bank (ADB), the Swedish Government and the World Bank's International Development Associations (IDA) towards the cost of the Kariba Dam Rehabilitation Project, and intends to apply part of the proceeds for the employment of Consultancy services for the Zambezi Valley Development Fund Performance Assessment

The Authority is a corporate body jointly and equally owned by the Governments of Zamola and Zimbabwe ('Contracting States and is mandated with the management of the Kariba Complex and the stretch of the Zambezi River (from Kazungula to Kanyemba) forming a common border between the two Contracting States

The scope for consulting services ("the Services") include:
• Assess progress in the ZVDF performance towards achieving its mandated outcomes among displaced communities over the operational period.
• Assess the extent to which the ZVDF has given attention to addressing specific beneficiary community needs (legacy displacement). Establish whether ZVDF is still the right channel and whether it is adequate to respond to ongoing concerns of the displaced communities and, if not, propose reasonable options for the Board of Trustees to consider in making ZVDF more responsive to current and emerging needs for benefits among the displaced communities
• Review of current practices employed, and constraints faced by ZVDF in engaging displaced communities, stakeholders, including local government in the identification and implementation of community projects
• The Consultant shall establish efficiencies with ZVDF and identify bottlenecks, if any, that may be negatively affecting the smooth operation of ZVDF. Consultant should highlight what additional support (technical and financial) can be rendered to address highlighted challenges and what strategies the Authority should employ to ensure additional resources are raised internally, and/or through external sources
• Establish opportunities for optimizing current work through structural improvements or changes. Should changes be an improvement opportunity, the Consultant shall indicate in detail proposed changes in structure while stating financial implications, number of staff, requisite skills required etc. Aphased adjustment option over time could also be considered.
• Conduct an analysis of how ZVDF engages with respective stakeholders and how this impacts the delivery of community projects and determine if this aspect requires strengthening through strategies the Consultant shall recommend
• Establish any capacity enhancement opportunities on stakeholder engagement as well as recommending training that could be required (both internally for ZVDF and other external stakeholders, including the leaders of the beneficiary communities to enhance community engagement).
• Carry out a detailed analysis of how ZVDF can leverage existing CSR programmes of contractors engaged by the Authority for current and future projects. The analysis shall require the Consultant to research the kind of projects that the existing contractors have supported around parts of the world.
• Analyze and establish criteria for considering a company's CSR track record as a point of consideration for bidding on a project.
• Establish strategies that could be devised to ensure contractors are responsive to their corporate commitments as a means for supplementing ZDVF efforts in improving the welfare of displaced communities
The Consultant shall also assess the Authority's related corporate policies and enhance the possibility of ZVDF attracting other financiers for ZVDF-managed community development programs. The Consultant shall establish the ratio between population of beneficiary communities in Siavonga and Kariba combined and that of the population of the beneficiary communities in the other eight districts

The Zambezi River Authority now invites eligible consulting firms ("Consultants") with specific experience to indicate their interest in providing the required Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The shortlisting criteria are:
i) The firm's core business being in the area of the proposed assignment,
ii) General experience of the firm (clearly demonstrating the scope, cost and duration in the provision of consulting services relating to project performance assessment or project monitoring and evaluation
iii) Specific experience of the firm in the provision of similar consultancy services in the last ten (10) years with the following details:
(a) Name of client to which service/assignment of similar nature was provided and duration
(b) Name and location of the project or assignment; and,
(c) Value of comparable assignment(s).
(iv) The firm's company profile, detailing the firm's shareholding structure, information on the firm(s) Directors and its representatives (if any), the Name, Nationality, Address, Telephone and E mail and firm's Certification of Incorporation or Registration

The assignment is likely to start in November 2021 and is expected to be implemented over two and half (2.5) months.

The Consultant will be selected in accordance with the Quality and Cost Based Selection method set out in World Bank's Guidelines: Selection and Employment of Consultants under BRD Loans and IDA Credits & Grants by World Bank Borrowers January 2011 edition ("Consultant Guidelines")

Consultants may associate with other firms in the form of a joint venture or a sub-consultancy to enhance their qualifications
