JOB DETAILS:
The AYP Technical Lead will support the design, roll-out, day-to-day management and implementation and quality of community-based prevention interventions and related community strengthening activities targeting AYP, including linking HIV positive AYP to treatment. S/he will provide technical support to sub-partners/local CSOs to manage AYP implementation, monitoring and reporting. S/he will supervise, work with and support district staff to ensure quality support is provided to sub-partners for effective implementation of HIV prevention and treatment services for AYP.
• Engage AYP in identifying the most effective and appealing service delivery modalities for AYP
• Lead provision of HIV Testing Services (HTS) and TB screening services to AYP using the most effective modalities and strategies
• Lead implementation of strategies to link HIV negative AYP to appropriate HIV prevention services, particularly retaining them in services
• Lead drafting and review of AYP documents including budgets (in coordination with Business Official), annual work plans and progress reports in collaboration with Principal Investigator (PI), Project Director (PD), DREAMS Technical Lead and AYP sub-partners.
• Establish quality assurance teams and design and lead project Continuous Quality Improvement (CQI) initiatives and technical assistance to increase utilization of AYP services
• Strengthen coordination between the AYP centers, safe spaces or friendly corners and Ministry of health in the district to ensure coordination with other projects and stakeholders.
• Strengthen the functionality of district networks and stakeholders’ meetings including collaboration with other CDC Partner Organizations
• Conduct site-level supportive supervision visits and facilitate visits by CDC and other key stakeholders
• Train, supervise, support mentor and coach staff in all aspects related to friendly and effective AYP services
• Strengthen capacity among health care providers at high volume sites to reduce stigma and discrimination against AYP and provide them with appropriate services
• Build capacity among community leaders or community gate keepers to support safe delivery of health services to AYP
• Engage the MOH, NAC and other relevant ministries to review and update relevant policies to reduce stigma and discrimination and enhance safety and security for AYP
• Link HIV positive AYP to HIV treatment services
• Ensure all activities are aligned and delivered according to the norms and guidelines established
• Support routine data quality assessments and carrying out of monthly and quarterly data reviews to inform programing.
• Review AYP deliverables for completeness, accuracy, and continuous quality improvement
• Use data driven approach to problem solve, strategize and focus interventions, and ensure that project performs according to the donor’s agreement.
• Routinely inform PI, PD, MOH and other key stakeholders of program successes, outcomes, lessons learned, and challenges
• Provide technical prioritization of AYP activities to ensure integrity and to achieve project goals, objectives and targets
• Participate in and provide technical assistance related Technical Working Groups (TWG), particularly Adolescents and young people task teams, workshops, and campaigns
• Coordinate and collaborate with the various HTS, prevention and care and treatment programs and partners

Qualifications:
• Degree/Diploma in public health, nursing, social sciences, project management, health related field or equivalent
• At least 5 years’ experience in implementing adolescent health services.
• Experience in training and mentorship of health care workers/peer educators in adolescent health.
• Previous community mobilization experience.
• Experience of working under PEPFAR funded programs, and USG donor’s regulations.
• Strong writing and organizational skills for writing case studies, documenting lessons learnt and reporting on program results.
• Demonstrated ability to develop and maintain partnerships/relationships with multinational stakeholders.
• Demonstrated computer skills in Microsoft Word, Excel and PowerPoint
