JOB DETAILS:
In line with our corporate priorities aimed at ensuring optimization of revenue collection and increased tax compliance on one hand and the need to effectively manage the numerous challenges and opportunities in the fast-changing business environment on the other, we are seeking highly motivated, result-oriented, well-qualified and experienced professionals to fill the following vacant positions:

3.0 ASSISTANT COMMISSIONER – INTERNATIONAL AND POLICY, GRADE ZRA03 (1 POSITION) – CUSTOMS SERVICES

A. PURPOSE
Reporting directly to the Deputy Commissioner – Business Policy & Support, the job holder will be responsible for effectively managing the unit’s support function of trade facilitation through provision of information and advice on matters relating to customs law, policies and procedures including trade agreements, origin management, valuation and classification. The unit also serves as the contact point in International and domestic liaison among stake holders.

B. MAIN DUTIES/ACCOUNTABILITIES
• Maintaining and regularly updating legislation and procedures;
• Disseminating and interpreting provisions of the instruments;
• Participating in soliciting and consolidating of proposals for the national budget preparation process.;
• Providing advice to Senior Management as may be required;
• Settling valuation and classification appeals;
• Issuing advance classification rulings;
• Registering Exports under signed preferential trade agreements;
• Issuing and certify certificates of origin;
• Liaising with foreign customs administrations on matters of origin;
• Serve as contact point for customs to customs collaboration;
• Liaising with Ministries and other government agencies on customs related international and policy issues;
• Attending National Tax Policy Committee meetings;
• Providing direction and guidance to the teams in the Unit;
• Mentoring and coaching staff;
• Managing and controlling the Unit budget;
• Ensuring the proper use of equipment and assets in the Unit;
• Preparing and submitting of performance reports for the Unit; and
• Perform functions related to the job as may be assigned from time to time.

C. MINIMUM REQUIREMENTS
• Grade Twelve School Certificate/General Certificate of Education Equivalent;
• A University Degree in any field or a professional qualification;
• Minimum of five (5) years relevant post qualifying working experience at managerial level; and
• Master’s Degree in relevant field will be an added advantage.
