JOB DETAILS:
In line with our corporate priorities aimed at ensuring optimization of revenue collection and increased tax compliance on one hand and the need to effectively manage the numerous challenges and opportunities in the fast-changing business environment on the other, we are seeking highly motivated, result-oriented, well-qualified and experienced professionals to fill the following vacant positions:

1.0 ASSISTANT DIRECTOR – RESOURCING AND DEVELOPMENT, GRADE ZRA03 (1 POSITION)

A. PURPOSE
Reporting directly to the Director – Human Resource, the job holder will be responsible for supporting the Director, Human Resource and providing advice and cost-effective Human Resource support in the key areas of strategic Human Resource planning, Training and Development. This includes designing and delivering of training programmes, coaching and monitoring of Performance Management at all levels across ZRA and management of external training providers; recruitment and selection, and compliance with the best HR practices.

B. MAIN DUTIES/ACCOUNTABILITIES
• Advising on implementation of Human Resource Strategies, policies and practices, which support the achievement of ZRA’s business objectives while fulfilling its obligations to employees.
• Preparing demand and supply forecasts of staff requirements in terms of numbers, skills and competences and plans for the recruitment and retention of employees to meet business requirements.
• Assisting the HR Director in recruiting and selecting management staff and other key personnel in conjunction with Heads of Division;
• Co-ordinating recruitment and selection best practice and providing professional advice on recruitment practices to HR Relationship managers.
• Planning and implementing employee development programmes and meeting identified training and development needs and satisfying the Authority’s requirements for an effective and multiskilled workforce.
• Initiate reviews, make strategic proposals in line with business training needs after discussions with Divisional Heads & the Human Resource Director.
• Supervising and supporting the planning, administration & evaluation of ZRA training programmes i.e. Training needs analysis, Stakeholder research & meetings and ensures adherence to approved training standards.

FOR INTERNAL USE ONLY
• Ensuring that the training plan is aligned with the broader programme for change within ZRA & that appropriate training is given on the basis of needs identified.
• Ensuring that training plan supports policy on succession planning.
• Organising tailor-made programmes for operating and support Divisions and out sourcing of all programmes which are not available in-house
• Reviewing training strategy/plans on the basis of evaluation results.
• Supervising Training Co-coordinators and ensuring that they are delivering and meeting training needs of business units.
• Assisting in formulating policies that build up the organization’s ability to encourage staff to create, develop & safeguard specific competencies, which allow it to adapt to stakeholder & strategic needs.
• Assessing what skills need to be held by the workforce for the organisation to succeed & recommends/plans on how these skills can be developed with input from line managers.
• Arranging for attachments of staff to other Divisions in line with their individual development needs & in line with manpower needs of Business units.
• Co-ordinating career plans for potential staff in conjunction with line managers and provides career counselling to all staff in ZRA.
• Overseeing the Operations of ZRA Training Centre Facilities in Lusaka and Ndola
• Overseeing the Commercialisation of the ZRA Training Centres; and
• Perform functions related to the job as may be assigned from time to time.

C. MINIMUM REQUIREMENTS
• Grade Twelve School Certificate/General Certificate of Education Equivalent;
• Degree in Human Resource Management, Business Administration, Public Administration or any relevant qualification with postgraduate training in Human Resource Management;
• Minimum of five (5) years relevant post qualifying working experience with two years at managerial level; and
• Valid Full Membership to Zambia Institute of Human Resource Management (ZIHRM).
