JOB DETAILS:

• Coordinate collaborate and communicate regularly with USG agency and technical leadership, as well as with the Global Fund Senior Fund Portfolio Manager (SFPM) for Zambia based at the Global Fund headquarters in Geneva, Switzerland; the UNAIDS Country Representative in Zambia, the HIV Program Director of WHO; and with the National HIV/AIDS/STI/TB Council (NAC) of Zambia, which falls under the direction of the Ministry of Health (MoH). Serve as primary point of contact and liaison for PEPFAR Zambia with the Country Coordinating Mechanism (CCM). Represent the senior office of the USG on the Country Coordinating Mechanism (CCM). Serve as primary point of contact and liaison for PEPFAR Zambia with the Office of Multilateral Engagement at the State/Office of the Global AIDS Coordinator and Health Diplomacy (S/GAC). Advise USG interagency leadership on strategies, priorities, and activities of PEPFAR’s multilateral partners, including the Global Fund, UNAIDS, and WHO, among others. Advise multi-lateral partners on PEPFAR strategies, priorities, and activities. Serve as a representative of the USG interagency team in national-level consultations with NAC and MoH leadership, specifically as related to multilateral coordination. Represent the PEFPAR Coordination Office in meetings of the HIV cooperating partners group, comprised of NAC leadership, bilateral and multilateral representatives, and implementing partners. Maintain USG, donor and partner coordination and collaboration and identify opportunities to improve coordination with major donors in Zambia to leverage investments for optimal results. Coordinate USG involvement and planning for ongoing Global Fund processes, including funding requests, grant negotiation, and program reviews. Prepare and write key PEPFAR planning documents that relate to the Global Fund and other multilateral activities, such as the Country Operational Plan (COP) and Performance and Oversight Accountability Response Team (POART) reviews. Participate in annual COP process to assure completion of all components related to any Global Fund and multilateral interests. Manage joint PEPFAR-Global Fund program and financial reviews in consultation with the Ministry of Health and other relevant stakeholders with focus on program efficiencies. Coordinate USG participation in Global Fund funding request development and document action items and decisions reached to ensure accountability for commitments. Ensure relevant documents are shared with relevant USG and external stakeholders, including Ministry of Health. Ensure that Global Fund’s and multilateral partners’ policies, priorities, and needs are communicated to USG interagency leadership and technical staff. Facilitate and/or participate in meetings of key stakeholders, including NAC, Ministry of Health and UNAIDS to coordinate and align implementation of PEPFAR programs with other multilateral programs, especially Global Fund, without duplication. Identify technical assistance needs and provide support and technical assistance to USG interagency team to strengthen host country ownership of Global Fund activities and performance.

• Qualifications and Evaluations
• Requirements:
• EXPERIENCE: 5 years of progressively responsible management experience in public health programming, with at least 3 years in a resource-poor or international setting. Experience working in support of Global Fund and PEPFAR programs, with an understanding of the need for a comprehensive HIV prevention, care and treatment program that includes clinical and community interventions. Demonstrated experience working with large teams across organizational structures and managing complex processes.
• JOB KNOWLEDGE: Demonstrated comprehensive understanding of public health prevention and community-based health care initiatives, including program design, implementation, and evaluation. Requires detailed understanding of Ministry of Health policies, procedures and guidelines related to broad spectrum of HIV prevention and treatment programs. Understanding of Ministry of Finance procedures for health budget allocation. Ability to apply policy directives to activity design, implementation, monitoring, and evaluation. Ability to analyze problems and to plan, design and carry out project studies and conceptualize, develop, and implement new strategies and initiatives.

• Mandatory: A master’s-level degree in public health, health administration, public policy, business administration or international development is required.

Ability to exercise independent judgement regarding transparent communication across multiple stakeholders, including government. Ability to provide leadership and make decisions regarding public policy and professional, technical, administrative, and fiscal lines. Excellent interpersonal, facilitation, and teambuilding skills and experience. Demonstrated technical leadership at conferences, meetings and through presentations to resolve issues and influence decision-makers. Demonstrated ability to maintain collaborative relationships with senior government officials, international organizations, multilateral and bilateral agencies, implementing partners, and civil society. Ability to communicate technical information clearly and confidently to both technical and non-technical colleagues. Demonstrated judgement, maturity, and ingenuity to interpret technical and political opportunities.
