JOB DETAILS:
The Higher Education Loans and Scholarships Board (HELSB) is a statutory body established by the Higher Education Loans and Scholarships Act No. 31 of 2016 to provide for the administration, granting, investment, payment and recovery of student loans; provide for the administration and granting of scholarships; facilitate the mobilisation of financial resources for loans and scholarships, and provide for matters connected with or incidental to the foregoing.
HELSB is inviting competent, enthusiastic and qualified candidates to apply for the above position to be based in Lusaka, on permanent and pensionable terms:

a. Job Purpose
Reporting to the Head – Planning & Research, the Planning & Research
Officer shall undertake research and the development, review and implementation of Board policies, plans and programmes in order to facilitate the achievement of institutional objectives.

b. Principal Accountabilities
• Undertaking periodically the development and review of policies, regulations and guidelines in order to guide the implementation of Board programmes;
• Undertaking effectively the development, implementation and review of the Board’s Strategic Plan in order to ensure the attainment of set objectives;
• Undertaking periodically research activities in order to generate information;
• Undertaking timely preparation of project proposals in order to mobilise technical and financial resources;
• Undertaking effectively mainstreaming of cross-cutting issues into Board plans and programmes in order ensure equity and social inclusion;
• Undertaking timely preparation of the Board’s annual budget in order to facilitate resource mobilisation and implementation of programmes;
• Undertaking effectively strategic collaborations and liaisons with agencies offering scholarships and other key stakeholders in order to facilitate resource mobilisation and projects;
• Undertaking effectively the development and maintenance of a database in order to facilitate the storage, retrieval and dissemination of policies and planning information;
• Undertaking effectively the monitoring and evaluation of the Board’s policies, plans and programmes in order to facilitate the development of appropriate interventions;
• Undertaking effectively the preparation of quarterly, annual and other reports in order to facilitate informed decision-making; and
• Undertaking timely development of work plans and performance appraisal in order to monitor, evaluate and enhance performance.

c. Qualifications and Experience
• Full Grade 12 School Certificate.
• Degree in Business Administration, Economics, Statistics, Public
• Administration, Development Studies or its equivalent.
• 2 years relevant experience.

d. Skills and Attributes
• Able to write technical and analytical reports;
• Able to communicate fluently in English; and
• Should have: Negotiation, Interpersonal and Research skills, Integrity.

Bachelor Degree
