ROLE PURPOSE:
The Project Officer ensures implementation of the ASRHR HIV knows no borders Project at provincial, district and community level in collaboration with the International Organization for Migration (IOM) and technical staff in the country. The Project goal is to improve SRHR-HIV outcomes for migrants, adolescents and young people and sex workers in migration affected communities in Southern Africa, in 6 countries (Zambia, Malawi, Swaziland, Lesotho, Mozambique and South Africa). The job holder will be a focal point in the three districts at district level in Chipata, Katete and Lusaka while working through and support building the capacity of government and local civil society organizations to improve outcomes for vulnerable/migrants.

KEY AREAS OF ACCOUNTABILITY:
• Partner Management:
• Lead the quality implementation of the ASRHR- HIV knows no Borders project in Zambia.
• Develop Detailed Implementation Plan (DIP) & budget for the project.
• As required identification of national partners and/or identification of potential partners.
• Systematic review and verification of partner capabilities including capacity building.
• Processing of partner agreements.
• Review and systematic follow-up to partner reports (Financial and Narrative).
• Document project outcomes and processes to ensure achievement of objectives.
• Conduct regular site visits to verify status of project implementation.
• Plan and manage the annual program budget for the project activities.
• Liaise regularly with the RMCPU office, who will be providing technical guidance on the project activities.
• Coordination
• Develop and actively participate and contribute to interagency Adolescent SRHR coordination meetings to ensure a child right focus.
• Ensure SC actively coordinates and contributes to community-based and national Adolescent SRHR interventions and psychosocial support coordination and plans.
• Coordinate the building of effective Adolescent friendly SRHR networks at all levels and connecting them as fully as possible.
• Maintain external network of contacts, support and co-ordinate with other colleagues to ensure maximum impact.
• Support the Program Manager to ensure that child protection and participation is integrated into all aspects of SC programming, including the component of non-discrimination at provincial district and community level.
• Reporting, Monitoring and Evaluation
• S/he will be responsible for monitoring the project budget and expenditures, documentation/ reporting, monitoring and evaluation (M&E).
• Support the Program Manager in the preparation of high-quality and timely monthly/quarterly/annual reports, as required by Save the Children and donors.
• Conduct regular monitoring and support site visits to partners and target communities.
• Monitor activity plan highlighting any significant deviation from the plan and make recommendations to the Program Manager.
• Additional job responsibilities
• The duties and responsibilities as set out above are not exhaustive and the role holder may be required to carry out additional duties within reasonableness of their level of skills and experience.

QUALIFICATIONS AND EXPERIENCE
• At least 3 years of relevant working experience; preferably HIV and AIDS, Child protection and vulnerable families and children within civil society sector.
• University degree in Social Science or relevant area.
• Knowledge of human rights, preferably of children’s rights.
• Demonstrated ability to apply advocacy skills within district setting.
• Program management skills to design and deliver programs with partners and/or through direct assistance.
• Understanding of and experience in working with civil society organizations.
• Fluency in written and spoken English with good analytical, report writing skills.
• Strong communication, interpersonal and representational skills.
• Ability to work collaboratively as part of a team as well as independently as required.
• Knowledge of Micros soft office packages; Word, Microsoft Excel and PowerPoint.
