PURPOSE OF CONSULTANCY

The consultant shall be responsible for the finalisation of the survey protocol, survey tools as well as training materials for the data collectors. They shall be responsible for training evaluators and assigning roles and responsibilities for household listers, data collection teams, team supervisors, supervision of field teams. Additionally, the consultant shall support the data cleaning process and analysis using appropriate statistical packages. The technical report shall be drafted, circulated for comments and finalised by the consultant.

BACKGROUND

Following the 2020 follow-up nation-wide measles vaccination campaign, that targeted children from 9 to 59 months, Zambia has determined that a nationwide campaign for children 9-59 months is necessary in 2024. This campaign is justified based on the current levels of susceptibility to measles and rubella, (the occurrence of measles outbreaks in the past years and the risk of importation of disease from neighbouring countries. There was also consideration of the number of zero dose and under immunised children in Zambia f that have accumulated from 2020 as indicated by the suboptimal coverage validated by the post campaign coverage survey.

Additionally, the Strategic Advisory Group of Experts (SAGE) on Immunization’s recommendation that was endorse in December 2018 includes “conduct campaigns (as rescue measures) when routine vaccination with 2 doses of measles and rubella-containing vaccines is sub-optimal (optimal defined as nationwide coverage with 2 doses MRCV ≥ 90-95% for 3 years) and to address specific gaps in immunity”.

Against this background, Zambia submitted a proposal for support and was approved for funding by Gavi.  The National Expanded Program on Immunisation scheduled the implement the nationwide Measles Rubella Supplemental Immunisation activities in September 2024. As part of the mandatory requirements by the donor (Gavi) and as per WHO recommendation, it is mandatory to conduct a post campaign coverage survey which shall be implemented by WHO.

QUALIFICATIONS, EXPERIENCE, SKILLS AND LANGUAGES

Education

Essential: Should have at least a master’s degree in public health, epidemiology, demography or biostatistics from University of Zambia or accredited/recognized/credible institute in to addition University degree from the University of Zambia or accredited/recognized institute.

Experience

Essential: More than 10 years working on large scale public health related evaluations and surveys at for national or provincial level estimates of coverage in their professional work experience including immunisation coverage estimates. Should be available to take up consultancy at short notice

Demonstrated publications of work as part of writing/ communication skills

Desirable:

Experience in planning and facilitating training at national, state and county levels.

SKILLS/KNOWLEDGE

Essential:

Skills in quantitative data analysis using appropriate statistical packages/ software

Report writing skills

Interpersonal relationship skills

Desirable:

Public speaking and communication

Technical presentation skills

LANGUAGES AND LEVEL REQUIRED (BASIC/INTERMEDIATE/EXPERT):

Essential: Excellent knowledge of English.

Desirable: Knowledge of at least 1 local language

LOCATION

Off site and field work

TRAVEL

The consultant is expected to conduct some limited local travel to provide oversight and technical support to enumerators during data collection.

REMUNERATION AND BUDGET (TRAVEL COSTS ARE EXCLUDED):

Consultant’s rate will be dependent on the successful candite, qualification and relevant experience. The UN consultants’ rate will apply once the above is determined.
