JOB DETAILS:
1. Background
The Partnerships for Municipal Innovation – Women in Local Leadership (PMI-WILL) is a $27,610,160 project with a financial contribution of $26 million from Global Affairs Canada (GAC) and $1,610,160 of in-kind contributions from the Federation of Canadian Municipalities (FCM). Implemented by FCM in collaboration with the Local Government Association of Zambia (LGAZ), PMI-WILL is designed to bring about enhanced enjoyment of rights for women and girls in Benin, Cambodia, Ghana, Sri Lanka, and Zambia. To bring about this ultimate outcome, the project will seek to achieve the following intermediate and immediate outcomes:
Intermediate outcome 1000: increased participation of women, particularly those from marginalised groups, as leaders and decision-makers in local governance.
a) Increased capacity of women from marginalised groups to run for local elected office.
b) Increased capacity of women in local government administration to perform their duties effectively.
c) Increased capacity of the network of women elected officials to support women leadership and participation in decision-making in local governance.
Intermediate outcome 2000: increased capacity of local authorities to deliver inclusive, gender responsive municipal services.
a) Increased capacity of local authorities to deliver inclusive, gender-responsive municipal services.
b) Increased capacity of the Local Government Association of Zambia (LGAZ) to create an enabling environment for inclusive, gender-responsive local governance and municipal service delivery.
While Zambia has a record of multi-party democracy, free elections, and peaceful transitions of political power, the country is lagging on achieving women’s equal and effective participation in political decision-making at all levels. Despite constituting slightly more than half (51%) of Zambia’s 19.6 million population and more than half (53.4%) of total registered voters, women have been significantly underrepresented in elected decision-making positions since the introduction of multi-party democratic politics in 1991. The proportion of women elected leaders at local government level is currently as low as 7.9% (155 out of 1,974 positions). This represents a marginal progress from 6% in 2011 to 8% in 2016 which declined to 7.9% in 2021.
Further, based on the 2024 Africa Barometer for women’s political participation in local government, Zambia ranks 35th of 38 countries that participated in the survey. A comparative analysis of Southern Africa Development Community (SADC) countries shows that Zambia is lagging behind Namibia, South Africa, Lesotho, Tanzania, Congo, Mauritius, and Mozambique which have more than 20% female representation in local government’s political leadership. At global level, the country ranks 124th of 146 countries in the 2024 Global Gender Gap Report.
To increase participation of women as leaders and decision makers in local government, the Local Government Association of Zambia (LGAZ) under the auspices of the PMI-WILL project is working to, among other things, support mentorship of women potential leaders in a bid to strengthen their capacities to run for leadership positions at the local level.
2. Purpose of the Assignment
This assignment involves designing and conducting a 2-day capacity building training for thirty (30) mentors using a Training of Trainer (TOT) approach. The consultant will be supported by the project’s Gender Equality and Social Inclusion Specialist.
3. Scope of Works
The consultant is expected to provide consultancy services for the following specific tasks:
a) Design and conduct pre and post training assessments.
b) Review an existing guide for mentors to draw insights that will inform training materials.
c) Develop and deliver clear, concise training materials that explain various aspects of mentorship.
d) Draft the terms of reference (ToR) for mentors.
e) Prepare a training report (inclusive of recommendations for follow-up actions including training).
4. Key Deliverables
The main deliverables are:
a) An inception report.
b) Pre and Post training assessment
c) A training outline.
d) Training modules (in PowerPoint)
e) A 2-day training, targeting 30 mentors draw from 10 provinces.
f) A training report detailing next steps for the mentorship program
g) Terms of reference for mentors.
5. Level of Effort
a) Inception Report ( ½ day)
b) Pre and post training assessment (½ day)
c) Draft training materials (in PowerPoint) (1 ½ day)
d) Finalise training materials based on feedback from FCM & LGAZ (½ day)
e) Workshop facilitation ( 2 days)
f) Prepare and submit a full training report, with pre-and post-training evaluations (review period included) (½ day)
g) Terms of Reference for mentors ( ½ day)
Total: 6 days
6. Financial Proposal
Applicants are required to indicate the consultancy fee per day (in Zambian Kwacha, inclusive of Withholding Tax) and the duration (in days) anticipated to complete the assignment.
7. Desired Qualifications
The consultant is expected to possess the following:
a) Advanced qualification (master’s degree or higher) in a relevant social science discipline.
b) At least (3) years of demonstrated professional experience in developing training materials and facilitating workshops around mentorship, coaching and leadership for women and youth.
c) Proven experience in building capacities of diverse groups using adult teaching and participatory methods.
d) Demonstrated experience on facilitating trainings around GESI is a plus.
e) In-depth understanding of the context in Zambia with specific focus on local government system.
8. Evaluation Criteria
Candidates will be evaluated based on the technical and financial criteria that combines the following aspects:
a) Demonstrated understanding of the terms of reference (10 points)
b) Applicant’s professional qualifications (15 points).
c) Prior experience in a similar assignment (50 points).
d) Proposed approach/methodology to the assignment (15 points)
e) Consultancy daily rate (10 points).
