Chambeshi Water Supply and Sanitation Company Limited (ChWSSC), is the Utility Company based in Northern and Muchinga Provinces of Zambia providing water and sanitation services under the provision of the Water and Sanitation Act No. 28 of 1997.
The vision of the Company is be “National Best Water Supply and Sanitation Services” and whose mission is to “Sustainably provide quality water supply and Sanitation services to the satisfaction of the customer while embracing innovation and stakeholder support” with the focus to ensure quality and affordable water sanitation services.
To achieve this, the company endeavors to ensure that it has the adequate staff with the right skills.
The Company now invites applications from suitably qualified Zambians to fill the following vacancy:

1. Managing Director
Job Purpose:
To plan, coordinate and control operations of the company and provide the strategic direction for managing the company, determining its direction in terms of development and growth within the mandate given by the business plan, the Board, as well as general guidelines. Evolve the necessary policies, philosophy and plans in order to achieve the corporate objectives of the company.

Main Duties And Responsibilities
• Provide leadership, policy and strategic direction of the company
• Ensure the development, review, and implementation of technical policies, SOPs and Manuals in order to guide the operations of the Company
• Enhance the production and distribution of adequate, safe and consistent water in order to meet customer needs.
• Overseeing the operations of the sewerage system and sanitation services in order to meet customer needs and protect the environment and the public.
• Effectively oversee the design, implementation and maintenance and infrastructure in order to facilitate the sustenance and expansion of service delivery.
• Effectively oversee the marketing and sale of water and sanitation services and other products in order to generate revenue for the Company.
• Effectively oversee the adherence to safety, health, environmental and quality assurance standards in order to ensure the safety of employees, clients and the environment.
• Effectively oversee the utilisation of financial, equipment and other resources in order to ensure accountability and cost-effective operations of the Company.
• Overseeing the provision of Legal and Board Secretariat services in order to safeguard the interests of the Company, comply with the provisions of the law and facilitate Board business.
• Effectively oversee the provision of Human Resource Management and Administrative services in order to enhance operations of the Company.
• Effectively oversee the examination and evaluation of the Company’s Corporate Governance, Risk Management and Internal Control Processes in order to determine the adequacy and effectiveness and recommend corrective measures.
• Enhance the utilisation of human, financial and material resources in order to facilitate attainment of set objectives.
• Ensure the development of workplans and the development of the Performance Management System in order to monitor, evaluate and enhance performance.

Qualifications And Experience
• Grade 12 (Form V) School Certificate.
• Degree in Engineering/ Business Studies /Accounting or any Social Science.
• Master’ Degree in either Business or any relevant field
• Member of EIZ or relevant Professional Bodies.
• Minimum of 15 Years practical work experience in a reputable institution and 8 years at senior level.

2. Director -Commercial Services-Salary Grade Cms 2
Job Purpose:
Develops Commercial Policies and Strategies that support the achievement of revenue generation, water sales, sanitation and customer service. Formulates and directs timely policies, plans with regard to Marketing, public relations, and customer services so as to enhance realization of corporate objectives, and goals in a rapidly changing commercial environment

Main Duties And Responsibilities
• Formulates and ensures implementation of Directorate Strategies and Annual work
• Plan for maximization of revenue generation and collection, and reduction of non-revenue water.
• Implements new sales strategies and ensuring departments follow industry best practice
• Ensure that the business development plans are developed and implemented
• Develops and reviews policies and procedures to ensure efficient implementation of commercial programmes and activities.
• Interpreting market trends and adapting to industry changes
• Oversees and monitors District performance and provide guidance to District management teams.
• Ensures effective management of both materials and human resources.
• Ensures that the revenue reconciliations between Commercial and Finance are timely done
• Ensures effective cost management within the districts
• Takes a leadership role in determining revenue and expenditure budgets for the division.
• Ensure effective company communications with the customers and public through a pro-active public relations program
• Carry out manpower development in the department to ensure availability of the needed skills to meet the expectations of the stakeholders
• Manage and encourage staff, optimizes their outputs and effectively manages relationships in order to achieve organizational goals.
• Ensure that individual performance targets, skills assessment and development targets are set and appraisals undertaken with the supervisors in accordance with the performance management timelines in order to enhance individual and organizational performance.
• Manage and encourage staff, optimizes their outputs and effectively manages relationships in order to achieve organizational goals through setting of annual performance targets and conducting performance reviews in a timely manner
• Prepare accurate routine marketing and public relations reports required by the supervisor on a monthly and quarterly basis.
• Performs any other duties as delegated by superiors

Qualifications And Experience
• Grade 12 (Form V) School Certificate including Math & English.
• Bachelor’s Degree in Marketing/ Economics, Business Administration or equivalent from a recognized university/institution.
• Master’s Degree in Marketing, Business Administration or related field
• Proven Business Knowledge and practical experience in an engineering industry or Company.
• Paid up member of the ZIM or related professional bodies.
• Minimum of 10 Years practical work experience in a reputable institution at Managerial level
• Knowledgeable with Municipal Billing system

3. Regional Operations Manager- Salar Garde Cms 3
Job Purpose:
To plan, coordinate and monitor at regional/provincial level water production, treatment, distribution, sanitation, engineering and commercial services including customer relations so as to contribute to the financial viability and service delivery whilst complying with legal requirements and ensuring environmental protection.

Main Duties And Responsibilities
• Prepares and submits the regional activity-based budget on time and ensures that expenditure is within the approved budget.
• Ensures production, treatment and distribution of adequate and high-quality water, reduction in water losses to acceptable beach make and provision of cost-effective sanitary services to the customers in the region/province in order to meet company objectives.
• Ensures correct metering, Billing and Revenue collection is carried out as planned in order to achieve or exceed the regional/provincial targets set.
• Monitors on regular basis the performance of plant, machinery and networks in the region/province and ensures adherence to maintenance schedules by operating districts and also the daily performance of the districts on the commercial side of the business.
• Proposes improvements in the design and deployment of plant and machinery for service improvement in the province/region.
• Monitors adherence to safety, health issues in the Province/Region to ensure safe operating environment for all staff in the province/region by initiating emergency drills and spot audits.
• Reviews quality results obtained for both water and sewerage in the region by the quality assurance officer and takes corrective action where results are above the set limits.
• Provides overall project management for the province/region’s approved CAPEX.
• Programme through specifying engineering studies and designs, supervision of internal project staff as well as contractors to ensure projects are completed with agreed time frames, cost and specifications.
• Provides overall commercial and technical input in all regional/provincial procurements of equipment and services by reviewing purchase requisitions and attendance to tender committee meetings.
• Presents regional/provincial quarterly, half yearly and annual reports to NWASCO the sector regulator and Environmental Council of Zambia on the region’s performance relative to the set sector standards.
• Prepares and presents regional/provincial quarterly commercial and technical reports to the subcommittee of the board and makes presentations to the board on follow up issues as necessary.
• Prepare business proposal for funding
• Provides regional/provincial commercial and technical input in investment funding initiatives commissioned by the region with major Donors, Agencies, etc.
• Supervises, Coaches, Motivates, develops and disciplines subordinates and agrees, monitors and reviews performance of subordinates in order to ensure that they work towards meeting their targets.
• Performs any other duties as assigned by the Company Hierarchy from time to time.
• Ensure that he/she attends stakeholders’ meetings at provincial leave
• Ensure that there are minimum critic spares of materials to reduce down time.

Qualifications And Experience
• Grade 12 (Form V) School Certificate including Math & English.
• Bachelor Degree in Mechanical or Civil Engineering, or its Equivalent
• Proven Business Knowledge and practical experience in an engineering industry or Company.
• MBA will added advantage
• Member of EIZ or relevant Professional Bodies,
• Minimum of 5 Years practical work experience in a reputable institution
• Minimum of 3 years at Managerial level.

4. INTERNAL AUDITOR- SALARY GRADE CMS-4
Job Purpose:
Responsible for conducting audits across various departments in order to ensure adherence to internal controls and consumer compliance. Assists the Head-Audit and Risk Services to supervise and guide assigned officers within the department.

Main Duties And Responsibilities
• Assisting the Audit Services Head in preparing the annual audit work plan and the audit strategy.
• Participate in preparation and consolidation of the departmental budget in order to facilitate acquisition and allocation of resources
• Make recommendations to the Head-Audit and Risk Services on reviews to the Audit Strategy, Audit Policies and Procedures to enhance the workflow in the department
• Conduct independent and objective planned, follow up, ad hoc and forensic audit assignments in accordance with the audit procedures and terms of reference
• Issue audit reports and working papers with recommendations on internal controls, consumer compliance and corporate governance systems and make recommendations to strengthen observed deficiencies in policies, procedures and system processes.
• Supervise and coach subordinates in conducting planned, follow up, ad hoc and forensic audits including report writing, case management, working papers security and records management
• Educate and guide auditees by disseminating basis of risk profiling and risk rating.
• Undertakes timely preparation and submission of audit reports and working papers for review to the Audit and Risk Manager within the prescribed reporting timeline
• Participate in the development of the risk and disaster management plan in order to facilitate risk identification and implementation of the risk response strategy.
• Coordinate with the Auditor General’s office and External Auditors and advise the Head-Audit and Risk on any issues for escalation to the board and management
• Ensure that individual performance targets, skills assessment and development targets are set, and appraisals undertaken with the supervisors in accordance with the performance management timelines in order to enhance individual and organizational performance.
• Ensure that performance targets, skills assessment and development targets are set, and appraisals undertaken with subordinates in accordance with the performance management timelines in order to enhance individual and organizational performance
• Prepare accurate routine Internal Audit and special reports required by management and the board on a monthly/ quarterly and annual basis.
• Perform any other duties as delegated by the supervisor

Qualifications And Experience
• Grade 12 (Form V) School Certificate including Math & English.
• Full professional accounting qualification such as ACCA, CIMA, ZICA, CA-Zambia or its equivalent.
• Member of ZICA /ACCA /CIMA, Institute of Internal Audit
• Master of Finance/MBA is an added advantage or its equivalent.
• Proven Business Knowledge and practical experience in the water sector
• 4 years ‘work experience as an Internal Auditor or similar role, preferably in auditing/controlling or closely related field is highly desirable.
