Job Purpose
The Head of Procurement will will lead and oversee the procurement function, ensuring that the organization’s procurement processes are efficient, transparent, and aligned with strategic objectives. Develop and implement a procurement strategy, policy and plan aligned to global and country procurement priorities with the aim of delivering value for money to our donors, quality goods and services to our programmes and projects, while delivering set operational KPIs.
Summary of Key Responsibilities:
• Oversee the review and implementation of the Organisation Global Procurement policy and associated procurement procedures, ensuring that these comply with good practice and with the requirements of our donors. This will include identifying roles and responsibilities for sourcing categories of goods and services; updating these as necessary; ensuring they reflect best practice for the INGO sector; and ensuring compliance.
• Develop and implement comprehensive procurement strategies aligned with the Organisations’s operational and strategic objectives.
• Provide strategic input in meetings and ensure alignment of procurement goals with overall organizational priorities.
• Integrity and Ethics: Commitment to transparency, accountability, and compliance in all procurement activities. Ensure all staff involved in procurement declare conflicts of interest and adhere to ethical guidelines.
• Work to optimize procurement costs, mitigate risks, and support the organization’s financial sustainability.
• Integrate innovative solutions and digital tools to optimize procurement processes, enhance efficiency, and improve service delivery.
• Oversee the organizations major procurements, supporting the staff directly involved and participating in tender panels as necessary.
• Oversee end-to-end procurement processes, including vendor selection, contract negotiation, delivery management, and post-contract evaluation.
• Establish and maintain robust systems for monitoring procurement performance and compliance including open requisitions, open purchase orders, progress updates on the procurement plan etc.
• Oversee the generation of analytics on procurement transactions, identifying trends, inefficiencies, and areas for improvement.
• Drive the process of improving, streamlining, and standardising procurement systems, tools and practices, in close collaboration with colleagues.
• Lead tender processes, ensuring strict adherence to internal policies, donor requirements, and global best practices. This includes managing end-to-end tender cycles, from drafting and issuing RFPs to evaluating bids, negotiating contracts.
• Ensure full compliance with PEPFAR, USAID, and other funder regulations, as well as local and international procurement best practices.
• Implement a risk management framework to identify, assess, and mitigate procurement-related risks, including supply chain disruptions.
• Ensuring there is an emphasis on continuous learning and professional development of Procurement Office staff;
• Managing the Procurement Plan and allocating projects to Procurement Managers; and
• Cultivate and manage relationships with key stakeholders, including funders, vendors, and internal departments, to foster collaboration and shared success.
• Serve as the primary point of contact for procurement-related inquiries and represent the organisation in meetings with donors and other external parties.
• Communicate procurement strategies, performance updates, and compliance achievements to stakeholders in a clear and impactful manner.
• Providing assurance to the Director of Legal, Governance and Research Services and to senior management that all procurement projects are being managed to the expected standards and targets;
• Presenting and leading the dissemination of procurement information to external bodies;
• Promoting staff awareness of procurement procedures, policies and developments;
• Developing good supplier management and contract management guidance;

Primary Areas of Accountability:
Qualifications and Experience
• Degree in Procurement, Business Administration, or a related field.
• Professional certifications such as CIPS, CPSM, or equivalent are required.
• A Masters in in Procurement Management will be a plus
• Must have a minimum of 8-10 years of progressive experience in procurement within the NGO sector
• With at least a minimum of 4-5 years in a leadership role managing diverse teams and complex projects.
• Must have proven knowledge of PEPFAR, USAID, NIH, UN Agencies, and other funder regulations, as well as local and international procurement best practice.
• Proven track record in managing multi-million-dollar procurement portfolios, including vendor performance management, cost reduction strategies, and procurement process automation.
• Ability to influence and communicate with internal and external stakeholders will be a key part of this role.
• Ability to implement procurement strategies using the most efficient and cost effective processes.
• Must have up to date knowledge of specialist knowledge, legislation and best practice relevant to the Procurement industry.
• Must have well vested with Sage Evolution
• Must be a member of ZIPS
