JOB DETAILS:
Job Purpose
Is responsible for implementing the overall Operational Risk Management Framework in the Retail Distribution network. The role ensures oversight over the core functions of collecting the portfolio of evidence, coordinating Risk and Control Self Assessments (RCSA), reporting on key risk Indicators, maintaining the risk loss database, scenario analysis, operational risk stress testing, emerging risks, governance, information security, conduct routine assurance reviews, working with and coordinating branch data stewards and any other inspections. Maintain and continuously improve the relation among branches, the internal controls and data governance to ensure all enterprise risk action items coming from forensic investigations, audit findings, RCSAs, indicators, scenarios, projects risk registers, products, stress testing, emerging risks and committees are tracked for closure.
Requirements
Under the supervision of the Head Retail Banking Distribution the following are among the Job Key

Responsibilities:
• Working in collaboration with the Branches to define the approach to Enterprise Risk Management in branches.
• Developing specific risk management approaches for the branches, in alignment with the overall Bank Risk approach and Risk Appetite.
• Driving the process of setting the risk appetite in the branches by facilitating the Operational Risk definition of key risks, defining the tolerance thresholds, control framework and the approach to dealing with residual risks.
• Linking the Risk Framework through the facilitation of Risk Control Self Assessments, Scenario Analysis, Emerging Risks to the Risk Appetites through four types of Indicator, Key Risk Indicators, Key Driver Indicators, Key Exposure Indicators and Key Control Indicators.
• Ensuring timely capture of monthly KRIs, KDIs, KEIs, KCIs on Enterprise Risk Management system.
• Validate reported operational incidents and exceptions, perform root cause
• analyses, identify potential opportunities for improvements to upstream processes/systems through incidence management process.
• Providing adequate operational risk review and evaluation of new products.
• Identify major risks affecting the Bank and take necessary steps to measure and control these risks.
• Develop the overall operational risk management frameworks such as Internal Control System, Quality Assurance, Business resilience, IT Security, Change management.
• Maintain a culture within branches that emphasizes and demonstrates to all the importance of internal control through relevant awareness.
• Manage Business Continuity Planning and simulation exercises.
• Evaluate and concede branch dispensations, where necessary.
• Provide direction and deliver training to branches on operational risk.
• Provide authoritative and consultative advice and support to branch management and branch staff.
• Responsible for ongoing development and implementation of operational risk management issues, including such things as being the subject matter expert on operational risk activities associated with risks, controls, testing, remediation and reporting.
• Responsible for ensuring the branches adhere to the Branch Operations manual.
• Ensure to conduct required snap check as guided by the branch operations annual.
• Maintaining the Bank’s risk profile, including a Risk Appetite Statement that includes tolerance and risk appetite levels.
• Ensure that policies & procedures and associated Risk Management programs are consistent with current applicable rules, regulations and laws.
• Alignment of the Operational Risk Framework to Basel standards.
• An internal control system to effectively recognize and assess all risks that could adversely affect the achievement of the Bank strategy as a whole.
• Prepare well researched emerging risks to management and for Bank strategy.
• Run and review the stress testing models for operational risk and carry out relevant stress tests across different scenarios approved by management.
• Provide risk assessment, analyze and report to the Head Retail, Head Non-Financial Risk, and Risk Oversight Committee.
• Evaluate and manage the performance of direct staff resources to achieve a high standard of competence, motivation and service orientation, focusing on the development and retention of promising officers.
• Manage a lean, dedicated team and further develop team members in their professional progression
• Ensure staff leave management is in line with the Bank policy.
• Pro-actively identify control deficiencies from Audit and Routine Assessment reports and external sources (those outside of immediate environment) and co-ordinate resources to provide branch training.
• Manage, plan and control the visits to PORs where additional coaching and/or training is required.
• Identify areas of weakness and escalate these to the Head, Cluster Head /Manager, Operations, as applicable.
• Develop and maintain a culture within PORs that focuses on the improvement of routine controls and service excellence by way of Risk Oversight Meetings at Departmental level.
• Identify changes in the pattern of losses and analyze trends affecting the Bank and take the necessary steps to prevent a recurrence.
• Ensure the Operational Risk Appetite is within appetite.
• Any other responsibilities assigned by management

Qualifications And Experience
• Grade 12 Credit or above mandatory in Mathematics and English and any other three subjects.
• University Degree in Economics/ Accountancy/Banking/Business Administration/Risk Management
• At least Eight (8) years’ work experience in a sales & marketing role
• Good knowledge of the bank’s policies & procedures, products and services.
• Data Governance experience as an added advantage
• Understanding of relevant legislation e.g. KYC, Anti – Money laundering, Banking code.
• Understanding of people policies and processes
