Introduction

Axis Solutions Africa Limited invites proposals from qualified architectural firms registered with The Zambia Institute of Architects. The project entails the design and construction of a state-of-the-art manufacturing facility. The selected architect will deliver detailed technical drawings and plans that comply with the Zambia Medicines Regulatory Authority and the Lusaka South Multifacility Economic Zone guidelines.

Project Background

Axis Solutions Africa Limited is embarking on a strategic initiative to establish in-house capabilities for medical devices contract manufacturing. This decision is driven by the company’s vision to enhance control over the manufacturing process, elevate product quality standards, and scale up production capacity to meet the rising demand in the market.

Scope of Work

The selected architect will be responsible for the following:

1. Site Analysis and Planning:

• Conduct site visits and assessments to understand site conditions and constraints.
• Develop a site master plan that integrates with the LSMFEZ infrastructure and services.

2. Architectural Design:

• Create a detailed architectural design that aligns with the project objectives and regulatory requirements.
• Ensure the design incorporates sustainable practices and is compliant with environmental health and safety regulations.
• Design should meet the ISO Management Systems standards: ISO 13485, ISO 9001, and ISO 14971.

3. Regulatory Compliance:

• Ensure all designs meet the requirements of the Zambia Medicines Regulatory Authority (ZAMRA) and the Lusaka South Multifacility Economic Zone (LSMFEZ).
• Prepare and submit necessary documentation to obtain approvals from all relevant authorities.

4. Technical Drawings and Documentation:

• Develop comprehensive technical drawings, including but not limited to site plans, floor plans, elevations, sections, and detailed construction drawings.
• Provide specifications for materials, finishes, and equipment to be used.
• Ensure all documentation is clear, detailed, and ready for tendering and construction.

5. Project Management Support:

• Collaborate with the project manager and other stakeholders to ensure seamless project execution.
• Participate in regular project meetings and provide updates on progress.
• Assist in the tendering process by evaluating bids and providing recommendations.

6. Construction Supervision:

• Provide oversight during the construction phase to ensure adherence to the design and quality standards.
• Conduct site inspections and address any design-related issues that arise during construction.

Deliverables

• Site master plan and analysis report.
• Detailed architectural design and concept drawings.
• Detailed mechanical, electrical and bill of quantities.
• Technical drawings and construction documents.
• 3D Models for the manufacturing facility.
• Regulatory compliance documentation.
• Material and equipment specifications.
• Progress reports and meeting minutes.
• Final as-built drawings and project completion report.

Interested firms must submit the following:

1. Company Profile:

• Overview of the firm, including history, services, and organizational structure.
• Proof of registration with The Zambia Institute of Architects.

2. Experience and Qualifications:

• Detailed resumes of key personnel assigned to the project.
• Description of similar projects completed in the past, including references and contact information.

3. Technical Proposal:

• Approach and methodology for executing the project.
• Detailed work plan and timeline.

4. Financial Proposal:

• Breakdown of costs associated with the scope of work.
•  Fee structure and payment schedule.

5. Compliance Statements:

• Statement of compliance with ZAMRA and LSMFEZ guidelines.
• Commitment to adhere to project timelines and deliverables.

Evaluation Criteria

Proposals will be evaluated based on the following criteria:

• Relevant experience and qualifications.
• Understanding of the project scope and methodology.
• Quality and completeness of the proposal.
• Cost-effectiveness and value for money.
• References and past performance.
