JOB DETAILS:
Overview of Position. STS Zambia Limited seeks a full-time Chief of Party (COP) for the anticipated USAID-funded Acting for Climate Change Together (ACCT) in Zambia. The COP will be responsible for proactively leading the overall implementation of the Activity and overseeing all coordination and stakeholder engagement to achieve the project’s objectives.
Location: Position will be based in Lusaka, Zambia.
This position is contingent upon funding and donor approval.

Roles and Responsibilities:
• Provide overall strategic vision, managerial and technical leadership, and administrative oversight to achieve project objectives
• Oversee all project activities, budgets, and timelines to ensure efficient and effective project implementation
• Oversee and be responsible for financial and administrative aspects of the project including budget and subaward management, ensuring compliance with established STS Zambia Limited accounting principles and USAID regulations
• Direct the core project staff, including performance and risk management, coordination, collaborative learning and adaptation processes, gender integration, social inclusion, monitoring and evaluation, work planning and reporting
• Oversee development of annual work plans and progress reports and monitor the implementation of these plans
• Oversee development of annual/quarterly reports on the progress of activities and achievement of program results to USAID
• Represent the recipient’s activities to outside audiences and serve as primary point of contact with key stakeholders from USAID, the Government of Zambia (including the Ministry of Education), Organizations of Persons with Disabilities (OPDs), and other education development partners
• Provide mentorship and strengthening to Zambian-based OPDs and other Zambian-colleagues on USAID project management and technical implementation
• Demonstrate behaviors corresponding to the mission, vision, and values of STS Zambia Limited and USAID ACCT and ensure staff adhere to these same standards.
• Create a favorable and productive work environment, including implementation of workplace diversity and inclusion policies
• Access global technical policies, procedures, and resources that will support the project technically or operationally
• Report to a US-based supervisor on a regular basis
• Execute duties according to STS Zambia Limited’s Child Safeguarding Policy.
• Other duties as assigned

Qualifications:
• Minimum five years’ demonstrated leadership of donor-funded projects; skills in strategic planning, project management, supervision, and budget management. USAID-specific experience strongly preferred
• Understanding of disability-inclusive pedagogy and intimate familiarity with the Zambian education system and its key actors
• Understanding of climate change, environmental policy, and disaster risk management globally and in Zambia
• Professional experience working in sub-Saharan Africa or other resource-limited settings
• Demonstrated ability to work with national governments, development partners, local government structures, and OPDs
• Demonstrated experience in capacity strengthening
• Excellent interpersonal communication skills; experience delivering presentations to government and donor representatives
• Excellent written and oral English skills

Preferred, but not required, qualifications:
Advanced degree in education, environmental studies, or other relevant field
• Experience with USAID rules, regulations, policies, and procedures as they relate to program compliance and reporting
• Written or spoken fluency of Bemba, Lozi, Kaonde, Lunda, Luvale, Tonga, or Nyanja are strongly preferred
• Citizens of Zambia are strongly preferred
• Persons with disabilities are encouraged to apply.
