About the Human Rights Commission
The Human Rights Commission (“the Commission”) is a National Human Rights Institution established under Article 230 of the 1991 Constitution of Zambia as amended by Acts No. 18 of 1996 and No. 2 of 2016. The Commission has the constitutional mandate of ensuring that the Bill of Rights is upheld and protected. The Commission is seeking applications from suitably qualified candidates for the position of Director.

The Main Purpose of the Role
To act on behalf of the Commission as Chief Executive Officer successfully and successfully carry out its constitutional mandate. The successful candidate will Provide strategic direction, oversight and leadership, with the responsibility for achieving the mandate, as well as performance and management of the Commission to meet stakeholder expectations.

Main Duties and Responsibilities
The successful candidate will report to the Commission Chairperson and will be responsible for:
• Providing effective secretarial services to the Commission;
• Provision of effective and robust legal advice on various matters to ensure that the Commission is acting within its legal mandate at all times;
• Formulation and implementation of strategies to ensure the long-term sustainability of the Commission;
• Ensuring Overall compliance of the Commission with legal/regulatory requirements and policies and coordinating effective and efficient operation of the Commission;
• Management of, and engagement with Commission key stakeholders;
• Effective resource mobilisation, prudent resource utilisation and governance;
• Adherence to and enhancement of the risk, compliance and governance framework within the Commission;
• Enhancing the Commission’s operational efficiency to support its strategic objectives;
• Identification and management of both existing and new strategic partnerships/linkages within and outside the Commission; and
• Supervising subordinates, agreeing, monitoring and reviewing individual and collective performance to ensure that agreed performance objectives are met.

Minimum Qualifications and Experience
• Must have a Grade 12 School certificate with 5 ‘O’ Level credits or better, including English and Mathematics;
• Must have a Bachelor of Laws (LLB) degree and a valid practising certificate;
• Must have a minimum of Eight (8) years post-qualification experience, five (5) of which should be at senior management level;
• Must have a relevant postgraduate qualification;
• A Master of Laws (LLM) degree specialising in Human Rights Law or related fields will be an added advantage.

• Ability to work in a multi-cultural environment that sustains human rights principles.
