Founded in 1958 by Sweden’s cooperative movement, We Effect is a development organization active in over 20 countries across Asia, Eastern Europe, Latin America, and Africa. The We Effect Zambia Country Office is implementing a Women’s Economic Empowerment Project in nine districts across three provinces (Southern, Eastern, and in Western Province) to enhance women’s participation in agricultural value chains. This initiative aims to affirm women’s contributions, uphold dignity, and promote gender equality. Mobilized into groups and associations, women leverage collective power, and voice for scale and impact. Effective membership information management necessitates user-friendly systems for simplified data handling. We Effect is dedicated to supporting these organizations in achieving these objectives.

Specifications of Assignments
We Effect would like to invite interested Vendors to perform the contract of supply of Procurement of Diesel Powered Peanut Butter Making Machines and Oil Expellers to  be delivered and installed in Eastern, Central and Southern Provinces.

INVITATION TO BID
You are invited to submit your bid/quotations  to We Effect in soft copies for   evaluation. We Effect requires prospective Vendors to supply mandatory information to be eligible for evaluation

EXPERIENCE
Prospective Vendors must have carried out successful supply and delivery of similar services of similar complexity. Potential Vendors must demonstrate the willingness and commitment to meet the minimum criteria.

SUBMISSION OF DOCUMENTS
Prospective Suppliers should submit the following:

1.      Financial proposal (including delivery and installation charges  to the specified Provinces)

2.     Technical proposals

3.     Company Registration/PACRA documents

4.    ZRA VAT and Tax clearance certificates

5.     Reference/ recommendation for supply of similar equipment

ADDITIONAL INFORMATION
We Effect reserves the right to request submission of additional information from prospective Vendors.

All data submitted will be maintained securely by We Effect and used only for evaluation  purposes.

TAXES ON IMPORTED GOODS
The Vendors will have to pay all taxes and VAT as applicable for the service to be supplied. We Effect is VAT exempt and a ZRA LPO will be issued.

CUSTOMS CLEARANCE
The Vendors shall be responsible for custom clearance of the goods should there be need to do  so.
PRICING
The contract shall be of unit price of the equipment, which should be clearly indicated in the financial proposals. Payments are made within 30 days of receipt of a valid invoice. Payments will be made in ZMW (Zambian Kwacha). The Quotation shall be expressed in ZMW .

BID VALIDITY
Your quotation/bid must be valid for 30 days.

WITHDRAWAL OF RFQ

Should a condition arise between the time the firm has tendered the bid and the opening date which in the opinion of the We Effect Zambia could substantially change the performance and qualification of the Vendor or his ability to perform such as but not limited to bankruptcy, change in ownership or new commitment, We Effect Zambia reserves the right to reject the tender from such a Vendor.

EVALUATION CRITERIA
We Effect will determine the winning supplier based on the following.

1. Financial Offer     Score 40%
2.  Technical proposal detailing delivery period, availability of equipment, installation, after service delivery, warranty period and understanding of the assignment  –Score 30%
3.  Additional information – Recommendation/ reference for supply and delivery and supply of similar equipment –Score 15%
4. Submission of mandatory documents-ZRA, PACRA, ZPPA, ZABS
   Score 15%
   Total Scores- 100%

The equipment to be delivered in the specified locations in Eastern, Central and southern provinces. All costs of delivery and installation to be included in the offer.
