TENDER NOTICE
TENDER NO. HELSB/HRA/PR794/MV/G/05/2024 - SUPPLY AND DELIVERY OF ONE (01) 30-SEATER BUS TO THE HIGHER EDUCATION LOANS AND SCHOLARSHIPS BOARD
The Higher Education Loans and Scholarships Board (HELSB) is a body corporate established by the Higher Education Loans and Scholarships Act No. 31 of 2016. The Higher Education Loans and Scholarships Act No. 31 of 2016 mandates HELSB the responsibility of administration, granting, investment, payment and recovery of loans; administration and granting of scholarships; and mobilisation of financial resources for loans and scholarships.

HELSB has provided funds in the budget for the year 2024 for the procurement of one (01) 30-seater bus for the Higher Education Loans and Scholarships Board opera- tions. HELSB via Open National Bidding procedures now invites bids from eligible bidders for the supply and delivery of one (01) 30-seater bus.

The tender is open to citizen and local bidders only pursuant to the Public Procurement Act No 8 of 2020 (As amended by the Public Procurement (Amendment) Act No. 17 of 2023). For avoid- ance of doubt, citizen bidder" means, in the case of
• an individual, a bidder or supplier who is a citizen;
• a firm or company, whether corporate or unincorporate, a firm or company wholly owned by a citizen; and
• a body of persons wholly com- prising of citizens while local bidder means a non-citizen bidder or supplier who is registered to undertake business activities in the Republic in accordance with the relevant written law,

Interested eligible bidders may access a complete set of Invitation to Bid document on the electronic Government Procurement (e-GP) system at a non-refundable fee of ZMW500.00.

The bids should be submitted through the ZPPA e-GP platform via https://eprocure.zppa.org.zm on or before Friday, 28th June, 2024 at 10:30 hours local time.
