JOB DETAILS:
Job Purpose
The Head of Finance will oversee the financial management, planning, reporting, and control functions of the organization. Develop and implement financial strategies to support the organization’s mission and goals. Ensure the alignment of financial strategies with organizational objectives, drives financial efficiency, and upholds the integrity of financial operations. Ensure organizational capacity and due diligence have been carried out for all potential and current partners in accordance with the sub-contractor’s management policy. Compile and present financial reports to the executive team, board of directors and donors.

Key Responsibilities:
• Oversee the financial operations of the organization, including budgeting, forecasting, and financial reporting
• Lead the development, consolidation, and approval of the annual budget, ensuring alignment with strategic priorities.
• Ensure compliance with all financial regulations and reporting requirements
• Establish and maintain systems to track multi-donor and multi-project budgets, ensuring proper allocation and utilization of funds.
• Identify potential funding gaps or budget risks, including currency risk and propose actionable solutions to address them.
• Provide financial analysis and guidance to the executive team and board of directors
• Collaborate with IT and other departments to align financial systems with organizational needs.
• Manage relationships with external auditors, banks, and other financial institutions
• Ensure that effective and efficient service delivery that meets and exceeds expectations is offered to all stakeholders for the Finance Department.
• Engage Program and Project leads on financial support services and ensure goal congruence and shared vision.
• Administer the yearly budgeting process and oversee performance against the budget
• Ensure the Finance team adheres to financial deadlines for processing and reporting, including month-end closures.
• Track and monitor sub-ledgers, general ledgers, and reconciliations to ensure data integrity, timely closure, and reporting.
• Supervise the organization’s accounting systems and financial reporting mechanisms
• Guarantee compliance with all financial regulations and reporting standards
• Manage the finance operations risk register, identify risks, propose solutions, and update mitigation measures.
• Ensure that all financial transactions follow all relevant legislation and financial policies for the Organisation
• Facilitate the identification and reporting of new risks and inclusion on the risk management registers.
• Coordinate the external audit process and ensure that supporting documents and schedules are readily available and that samples for audit verifications are submitted to auditors within the agreed time frames.
• Managing and implementing the financial management system and system of internal financial control;
• Ensure accurate and timely processing of payroll in compliance with statutory regulations and organizational policies.
• Oversee the reconciliation of payroll records, ensuring alignment with the general ledger and budget allocations.
• Monitor compliance with tax, pension, and other statutory payroll deductions, including timely remittances.
• Build a productive team through effective leadership and mentorship. Facilitate career guidance conversations with subordinates.
• Provide training and support to financial and non-financial staff regarding generally accepted financial procedures and internal controls.

Primary Areas of Accountability:

Qualifications and Experience
• Full CA Zambia, ACCA of CIMA
• Degree in Accounting, Finance, or any related field
• MBA, MSc Finance, or any postgraduate course in a related field is desirable
• Must have progressive work experience of at least 10+ years of financial management, including 3+ years in a senior finance leadership role in the NGO sector.
• Must have a proven track record of donor-funded financial management, including familiarity with USAID, PEPFAR, SIDA, Global Fund, UN Agencies, or similar donor requirements
• Experience with IPSAS will be considered an asset
• Must have proven experience in Financial Strategy, Planning, Operations, Reporting and Risk Management
• Must be a member of ZICA
