Principal Duties and Responsibilities
The Senior Manager, Human Resources serves as a trusted advisor to GHSC-PSM Zambia leadership, a thoughtful coach to all staff, and the frontline Human Resources representative for all HR matters for the GHSC-PSM project in Zambia. The Senior Manager maintains responsibility for the development, delivery, coordination and implementation of timely and responsive human resources programmes, services and initiatives. As such, the Senior Human Resources Manager, will work with the Deputy Country Director-Operations i) to lead a vital leadership role in the strategic management and provision of oversight of the Human Resource Management functions for the GHSC-PSM project in Zambia; ii) to play a role of a strategic business partnering with the project’s leadership with regards to execution of the HR strategies, and iii) the Senior Human Resources Manager will ensure project’s local labor compliance and provision of staff welfare services delivered to support the project. The position will also play a critical role in fostering a positive, collaborative work environment anchored on the Chemonics values and culture, actively contributing to the organization’s overall success of the project by aligning HR strategy with broader business goals.

Specific Tasks
Lead and manage full cycle recruitment process in compliance with established procedures and regulations including but not limited to creation of job descriptions and interview questions, shortlisting and pre-screening candidates as well as reference checks, and negotiating offers of employment to ensure timely engagement of the right technical and personal abilities to help further the project’s mission;
To provide Human Resource support to the Field Office while partnering with other departments to understand core business needs with regards to Human resource requirements;
Confirm all new hire paperwork is submitted, and personnel files are complete in compliant with Chemonics policy, local labor laws, and USAID regulations;
Ensure new hires are adequately inducted regarding the project and provided with relevant Chemonics policies to help newly engaged staff members perform the job to the best of their ability and are assimilated into Chemonics culture;
Maintain accurate timesheet records and ensure all timesheets are submitted on time with the correct approval so that level of effort (LOE) of all staff is documented;
Support the review of payroll administration by ensuring that all inputs provided were captured monthly to warrant accurately processed payroll;
Ensure personnel and recruitment files are securely maintained according to the requirements to ensure confidentiality and safety of the data;
Work closely with assigned supervisor on communication to staff whilst complying with the local labor laws to ensure a positive and thriving work environment for all staff;
Manage and administer benefits according to appropriate plans and labor laws requirements, bring any requirement changes or suggestions for improvement to Operations Director or assigned managers attention to enhance staff retention strategies;
Assist in management of employee benefits, such as Medical, GLA and GPA insurances, by liaising with companies providing such benefits as needed to ensure improved and uncompromised quality services are provided;
The position holder will ensure that he/she is kept abreast of local labor laws and legislation and provide technical guidance to all stakeholders (including Home Office) on issues and changes in statutory requirements for management to make informed decisions in the Country Office;
Ensure project compliance with local labor laws by conducting regular audits, and keeping updated on local labor laws and HR best practices and processes aligned to the organization’s overall strategy to meet the evolving needs of the organization as well as fostering harmony in the organization;
Advise on disciplinary process ensuring all actions taken comply with local labor laws and Chemonics policies, and loop in appropriate Home Office department if necessary to ensure equitable and fair application of Chemonics policies;
Provide HR technical input and align annual performance goals with the overall project’s goal. The role will guide supervisors on the annual performance assessment process and ensure procedures are communicated and followed so that employees perform to the organization’s expectations;
Work with employees and supervisors to prevent and/or resolve employee relations issues in coordination with Global HR and Office of Business Conduct (OBC). Investigate allegations of wrongdoing, i.e: sexual harassment, harassment, fraud to provide a conducive environment for all staff;
Ensure employee manual is up to date, communicate changes when applicable to keep staff abreast with the relevant information;
Management
Ensure all HR management practices conform to the project’s and Chemonics’ policies, best practices, USAID rules and regulations, and the local labor laws to confirm that decision made are from an informed perspective;
Ensure good interpretation of USAID, and federal compliance policies and procedures so that staff are correctly advised on Chemonics;
Promote a healthy and open culture through multiple channels, including regular office-wide staff meetings on a regular basis by spearheading monthly all staff meetings.
Supervise, coach and provide mentorship to staff including HR Specialist and Officers;
Other duties as assigned

Minimum Education Qualifications, Experience and Competencies
Degree in related field; Master’s degree added advantage;
Minimum 8 years of experience in human resources with experience working for development projects and/or organizations preferably an American NGO or company or USAID implementer in Zambia highly preferred;
Relevant professional work experience and staff supervisory experience;
Proven progressive human resources experience with broad HR expertise to include talent management, performance management, employee relations, and compensation with strong project management and organization skills;
Working knowledge and experience in all functional HR areas, particularly employee relations, implementing policies and procedures and wellbeing;
Knowledgeable on Zambian labor laws, personnel benefits and taxes required; ability to interpret local labor laws, previous experience interacting with labor counsel preferred;
Must be a full member of ZIHRM with a valid practicing license;
Ability to exercise confidentiality and high levels of professionalism;
Demonstrated ability to communicate clearly and concisely, both verbally and in writing, and lead presentations, training courses, and effective meetings;
Thorough knowledge and hands-on experience with local payroll systems strongly preferred;
Demonstrated leadership, versatility, and integrity;
Fluency in English required
